Enforcement

This group has been set up to build on the ideas and feedback gathered at the Bath City Conference, which broadly agreed that general enforcement across Bath needed to be improved.

This group will work with various agencies across Bath, such as the Police, Council and Somer and it's aim will be to improve enforcement particularly on matters, such as parking, ASB, fly-tipping and littering.

The Terms of Reference and key milestones for this group will soon be added once they have been approved by the working group.

The issue of dog-fouling has been raised many times at the Twerton and Southdown PACT meetings, but nothing effective gets done about it. Thus the issue goes on using up PACT priorities that could be directed at something else.

This is why I said at the last Southdown PACT that it is up to the Council to implement an effective strategy to tackle dog fouling. Some authorities use hidden cameras (usually wildlife cameras) to identify offenders, but these raise privacy issues in that they capture pictures of anyone who passes by. The best answer is probably to employ an assertive officer who patrols problem sites and is prepared to issue warnings or on-the-spot fines. I don't think the current dog wardens really fulfil that role.
